Hi I was wondering whether an application should be submitted before LORs get uploaded or should one wait for LORs to be uploaded. Did anybody have a similar experience. Would applying say in mid spetember when you have a complete application make any difference rather than applying on 1 st september wiithout any LORs. I would love to get your thought about that.

you should try to get at least 2 LORs in as soon as you can before submitting your app.  Some programs will start sending interviews once you have a minimum number (2 I believe-this can vary though so take it with a grain of salt) before they’ll consider your app - preferably one of them should be from your program chair.  Other than that it’s always in your best interest to submit the application as soon as possible.

As an experienced coordinator I believe it is better to submit your appliation as early as possible, even if it is incomplete.  And then add LORs as soon as they become available.  You should have at least one or two letters from your home program available early.
